As an internationalized city, Macau needs different types of talents to support social development. As mentioned in the Policy Address 2012 by the government of Macao SAR, a database of talents is to establish for facilitation of talent fostering. This means a lot for the sustainable development of Macau . The new historic milestones of Macau's higher education were laid down in 2009 when the central government approved that the University of Macau will move to Hengqin island in Zhuhai, an significant measure to give support to the education development of Macau . In order to make the faculty and students understand more about the teaching mode and future development direction of UM and to exchange experiences on talent fostering, Kiang Wu Nursing College of Macau specially invited Professor Zhao Wei, Rector of UM, to give a theme talk on the topic of “UM: New Campus New Ideas” on Dec. 9 th , 2011 in the College. The talk, moderated by Lecturer Tammy Wong and the Year 3 students, attracted an attendance of about 230 faculty members and students. Being an extension to the theme of the year “ Show concern for our nation and Macau SAR while improving total quality and nursing care competencies ”, the talk has provided a great more information about the status quo of Macau's higher education and the development trend over Hengqin Island among students so as to raise their awareness of the influence of development in neighboring areas on Macau. An internationally renowned scholar, Professor Wei Zhao has made significant contributions in distributed computing, real-time systems, computer networks, and cyberspace security. In 2011, he was named by the Ministry of Science and Technology as the Chief Scientist of the national 973 Internet Project on cyber-physical networking systems. Rector Zhao has been serving as the eighth Rector of the University of Macau (UM) since 2008. At the same time as assuming the new rectorship, he was also named the first Chair Professor of the University of Macau . Rector Zhao first looked back to the UM's development from historical perspective. Since the announcement on the central government's decision to open up Hengqin Island by Vice-chairman Xi Jinping during his visit in Macau in 2009, the University of Macau officially proposed lease of the land Hengqin to construct new campus via the government of Macau SAR. Till June 2009, Macau SAR was authorized by the central government to enforce administration in Hengqin Island UM new campus. Recently, the State Council has announced “The Official Response to Related Policies on Hengqin Island 's Exploitation”, which has fully embodied the current enthusiastic exploration on enhancement of Macau 's higher education reform in our state. The University of Macau will undertake this important mission to build the new UM a university of top facilities, best teacher training, talent fostering and education results. To enhance the university standard of pedagogy, research and services, Rector Zhao believes that it is UM's top priority to establish a solid fundamental discipline power under academic structural framework so as to give support to the other research units of social services and professional institutes within the university. An honorary College is initially set up in UM while the mode of academy lodging is also introduced. Finally, a four-in-one education pattern to integrate professional, general education, research and community education can be formed. The new education pattern advocates an all-weather and multi-dimensional teaching mode, of which general education is the core of fostering man's growth, training critical thinking, taking into account students' development in general capacities and competence a citizen should equip with; and embedding in the spirit of well-informed and refined. In a knowledge society, students' abilities not only come from the knowledge itself, but also the power to create and exploit knowledge. This research and study education pattern can facilitate students' application of the knowledge acquired in practice so as to cultivate the power to discover and search for knowledge; meanwhile, the “academy lodging scheme” brings together students of different years and major disciplines in university life so that interaction among students and interpersonal network can be enhanced. Rector Zhao looks forward to the UM's future development goal setting. That is to foster local talents and elite; graduates' competencies being identified with by the society and worldwide; and increase of paper publication. He expects more collaboration between UM and other local tertiary institutions to push forward the standard of higher education in Macau . Development of student-oriented and holistic education is the general pedagogic pattern in current educational organizations. Kiang Wu Nursing College of Macau has been pursuing consistently the 3-in-one policy of professional education, holistic education and general education to foster nursing and health sciences workers with both excellent character and competence, both nursing skills and caring hearts, based on the locality but having international vision. The College has confidence in further cooperation with other higher educational institutions for enhancement of Macau 's tertiary educational standard and cultivation of fitting talents for the society.
